Office of County Comptroller • MCIA Lease Purchase program. Department of Consumer Affairs • Does not provide shared services with any other government entity. County Clerk • Passport, notary services and senior identification cards mobile services are being provided to Middlesex County municipalities upon request. • Provide all of the above mobile services to Woodbridge Township on the first Thursday of each month. Department of Economic Development • No formal agreements, but the Department works with each municipality in providing relocation and expansion services to prospective businesses. • Example of services offered include: financial assistance, technical assistance, job training, and transportation.

| Department of Education The Middlesex County Superintendent of Schools Office and the Middlesex County Vocational-Technical Schools provided share services through the Federal-Emergency Response & Crisis Management Grant for training throughout Middlesex County to school district personnel. The following offices have been involved in the planning/participation of various training programs: Middlesex County Prosecutor, Office of Emergency management, Middlesex County Public Health, UMDNJ-School of Public Health, and local police. We are currently working on a Pandemic Influenza plan that will be shared with all public and private schools. All training and support is at no cost for school districts and is funded through the 18 month Federal Grant.
Office of Emergency Management Provide emergency response services to all 25 municipalities when we are requested. This includes filling resource requests, communications, and the furnishing of our Mobile Command Post.
Department of Engineering Engineering Review and Site Plans and Subdivisions Plans for the County Planning Board. Bridge Inspection Services for municipal owned bridges in Perth Amboy and South Brunswick as part of the State run County Bridge Inspection Program. Engineering investigations and reviews as requested by the Department of Highways and Bridges. Design and Construction of Capital Improvement for the following departments: Parks and Recreation, Public Property, Adult Corrections, Archives and Records Management, Central Vehicle Maintenance & Repair, Cultural & Heritage Commission, Election Board, Fire Academy, Housing & Community Development, Medical Examiner, Youth Services, Raritan Bay Mental Health Center. Arrange Testing Services as requested by County departments through the annual bid testing services contract. At the request of the municipality, design and construction of traffic signal and roadway improvement projects in accordance with the County/Municipal agreements.
Division of Environment, Parks, and Comprehensive Planning County Government The Division provides GIS services to the Middlesex County Parks Department, the Middlesex County Mosquito Commission and the Department of Public Works on a regular basis. The Division provides technical assistance and regulatory compliance expertise to the Department of Corrections, Middlesex County College, the Department of Public Works, and the Department of Transportation vis-à-vis its role on the Interdepartmental Stormwater Management Committee. The Division reviews all municipal stormwater management plans and stormwater management ordinances and staffs the Planning Board’s Subcommittee on Municipal Ordinance/Plan review, which includes the Department of Engineering and the Department of Health.
Municipalities
The Division provides GIS services to the 25 municipalities within Middlesex County on an as needed basis. The Division is responsible for several state mandated county-wide planning initiatives that require municipal input, such as Cross Acceptance, Plan Endorsement, Farmland Preservation and Waste Water Management Planning. Counties The Division shares technical information with other counties as appropriate in the development of certain state mandated planning documents.

Housing & Community Development Run a Public Housing Agency on behalf of the sixteen municipalities which do not have their own. Apply for and operate the federal Community Development Block Grant (CDBG) program on behalf of the nineteen municipalities which constitute the “Urban County”. Apply for and operate the federal HOME Investment Partnerships program on behalf of the twenty three municipalities which constitute the “HOME consortium”.
Department of Information Technology Technical support for Pictometry which is a patented form of aerial imagery providing users the ability to literally view, measure, and analyze any house, building, intersection, fire hydrant, tree or any feature in the county from their laptop or workstation. The images are in full color, high-resolution digital format and are being used in each municipality’s Office of Emergency Management. Technical support for the Regional Policies Data Exchange system which currently provides New Brunswick, Highland Park, Woodbridge, and Plainsboro with a centralized database that integrates and consolidates Law Enforcement data across disparate Records Management Systems into a single County Repository. It provides an intuitive, easy-to-use interface to access the consolidated information and is quickly learned by users at all levels: novice to experienced users. Technical support for the Emergency Notification System which provides municipalities a web based application used to notify or assemble first responders. It is a web based application making it available to any user anywhere with an internet connection. Technical support for Geocastweb which is a web based GIS integrated application used for public notification. Geocastweb enables rapid and accurate public notifications form virtually any location in the world. Technical support for E Team which is a leading incident management software to government agencies, nonprofit organizations and critical infrastructure sectors. E Team’s powerful situational awareness, interoperability and management capabilities enable organizations to more effectively direct planned and unplanned emergencies, events and disasters; daily operational activities; and preparedness and training exercises.
Land Development and Review Division Assist the Municipalities with all the information pertaining to Land Development Review Site Plans and Subdivisions. Facilitate with the Municipalities on mass transit and traffic issues. Coordination with the Municipalities on new signalized intersections and upgrading existing signalized intersections. Coordination with the Municipalities on pedestrian and public traffic safety. Facilitate with the Municipalities on stormwater management and mosquito control issues. Assist the Public with all inquires on information pertaining to Land Development Review Site Plans and Subdivisions.
Office of the Medical Examiner As County Medical Examiner Office, we share information regarding investigation of deaths with the respective police departments. We lecture at various colleges and high schools within the county. We provide medial oversight for automatic external defibrillator programs throughout various departments within the county. As one of two state designated pediatric forensic pathologists, Dr. DiCarlo acts as a pediatric forensic consultant for other counties within the state. Dr. Dicarlo serves as a member of the Child Fatality and Near Fatality Review Board, Central Team.
Department of Parks & Recreation Highland Park, Jamesburg, and Helmetta all have agreements with the County permitting them to fuel their official vehicles at gasoline pumps in our parks. Rental of two showmobiles and one farmwagon for concerts and events. Athletic fields and various facilities throughout our Park System are used by municipalities for their local recreational programs (summer camps, fishing derbies, concerts, etc.) and athletic competitions (baseball, softball, football, soccer fields, and assorted courts). A number of schools also use fields for their athletic programs. Operation of out Quarry Lane Leaf Composting Site, which provides disposal of leaves and distribution of mulch material for municipalities. Grants from Middlesex County Open Space Recreation and Farmland Historic Preservation Trust Fund permits municipalities to pursue land acquisition, construction and improvement of recreational facilities and preservation of historic sites within their communities.

- Information of various transportation related projects, programs, and grants that may be reported by staff or through special presentations at regular meetings of the County Transportation Coordinating Committee (TCC) or the Bicycle-Pedestrian Task Force.
- Assistance on project status and in communicating community concerns to project sponsors such as NJDOT, NJ Turnpike Authority, NJ Transit, and Amtrak.
- Assistance in processing requests for the installation of new bus stops and/or bus shelter facilities.

| Prosecutor’s Office - Involves partnerships with other local enforcement agencies, whether they are local, state, or federal, dependent upon the nature of the investigation.
- MORE (Middlesex OutReach & Education) participates in/runs programs with the: STATE - NJSP (Women in Law Enforcement), Drug Summit. COUNTY – Dept. of Aging, MCSD, County Parks, County Superintendent of Schools, MCACC, JV Detention Center. MUNICIPAL – Computer Crime education, bullying, bike rodeo’s, National Nights Out, Drug Awareness, Bias, ID Theft, Fraud, Jr. Police Academies.
- The MORE unit is also, for the first time, going to be doing a “Shaken Baby” education program with schools that wish to participate.
- The Traffic Unit does DWI Roadblocks throughout the County with municipal police agencies, and does child seat inspections with municipal partners. They also did the “Every 15 Minutes” program, which is a DWI awareness education program.
Public Health Department - Contracts with twenty municipalities for the provision of public health services to these municipalities.
- Our Health Education Unit provides a wide range of outreach services throughout the county.
- Our Air Pollution, Water Pollution, Solid Waste, recycling, and Noise Pollution programs are provided to all 25 municipalities under the CEHA grant.
- Hazardous materials emergency response is provided to all 25 municipalities within the county through federal and state grants.
- Bioterrorism preparedness, epidemiology, and risk communications are provided to all 25 municipalities through federal grant.
- Our Childhood Lead Poisoning Prevention Program provides lead-in paint instrumental analysis to all 25 municipalities as well as the Lead Coalition program within the City of New Brunswick. Limited inspection services are provided to North Plainfield through an annual contact. This is a grant funded program.
- The Department’s Nursing Division serves as the focal point of the Cancer Coalition and provides clinical and support services under grant programs.
- The Department provides selected public health nursing and health educational services to Piscataway Township under annual contract.
- We provide county-wide pre-school and childhood health immunization to all 25 municipalities.
- Our Department serves as the locus of the long-term health efforts through the Mobilizing for Action in Planning and Partnership that involves community, private, institutional and county-wide public health professionals. Through the identification of community-based needs assessment and shared resource identification and applications, we better serve our residents.
- The Department distributes Rabies Clinic materials to all Middlesex County municipalities through syringe and vaccine provided by the State Department of Health and Senior Services.
- The Department serves as a source of data and contact information for the County’s Dialogic Communicator “reverse 911” program.
- This Department has a shared services agreement with Somerset County for the provision of sexually transmitted disease investigations and a limited program for childhood lead poisoning prevention assessments.
- With this Department as the initiator and lead agent, there is a county-wide emergency public health mutual aid program that involves all five of the independent health departments that has been adopted by Freeholder Resolution.
- Our Tuberculosis Outpatient Clinic and the Rape Crisis Intervention Center service all 25 municipalities in Middlesex County.
- Our Department maintains 24/7 on-call service for Hazmat, Environmental, and Public health Division services.

| Department of Public Works We share/loan with municipalities, on occasion, the following: variable message boards, portable lighting, snow fence, various equipment, re-conditioned traffic signs, cones & traffic control barrels, millings, salt/sand mixture, bio-diesel fuel. The following projects are undertaken through Inter-Local Agreements with various municipalities and County Agencies: milling and paving (roadways, parking lots, cart paths and pathways), and re-striping only of local roadways. Specialty areas in this department are as follows: drainage/bridge crew, Electrical Department handles all traffic signal problems, Paint Department is using “Thermoplastic” which is state-of-the-art material and application, and Sign Department is fully computerized.

Coordination of service agreements with the Borough of Carteret, Borough of South Plainfield, Borough of Spotswood, Township of East Brunswick and Township of Edison for sharing services for community transit in these municipalities.
